Mills and Reeve - climate change should be given greater priority

Broadly speaking, the report is welcomed and the central principle accepted that adaptation to climate change is crucial and must be given a much higher priority. One of the EAC's recommendations was to encourage local authorities to look to CIL to fund adaptation work and to developers of new developments to introduce adaptation measures which benefit not only their schemes, but also the wider community.
From the response, I have understood that new development is likely to be expected to bear what we might today regard as an unreasonable burden (applying the principles of circular 5/05), in order to bring in additional funding e.g. for flood defence. However, the report does make clear that the future of developer contributions (including planning obligations and CIL) is under review with an announcement to be made "shortly"
